While President Biden’s US$1.9 trillion “American rescue plan” gained the most column inches for its immediate support for people and businesses during the Pandemic, another less well-known giveaway was his US$1.2 trillion infrastructure Investment & Jobs Act. The latter’s five year spending programme is designed to rescue ageing infrastructure with US$350 billion earmarked for highways (the interstate highway system is c. 65 years old), over US$150 billion for public transport and rail, US$73 billion for electrical transmission & distribution, US$65 billion for Broadband upgrades and expansion and US$55 billion for clean water.
